That's exactly how skirmishing horse-archers should behave! (Don't use that tactic against armies with lots of light cavalry, though. ie: "Charge, Use only Missile Weapons, Avoid Melee" will cause your Horse Archers to charge out and harrass the enemy by circling around them and plinking away at them with missile weapons while running away from melee engagments. With that mod, one you reach a Tactics skill level of 4, you can give a series of orders that will do exactly what you want. I would strongly recommend that you either install PreBattleOrders mod and any combat AI enhancements it comes with. One of the troubles with vanilla Warband is, in fact, the unit AI. But, I also don't think vanilla's command set includes orders that you can use to affect the behavior you want.) Try hiring some horse-archer mercenaries and pay attention to the combat AI that they use. I don't know tha there are any "vanilla" combat orders you can give to your horse-archers that will achieve what you want. So, for instance, a group of Mercenary Horse Archers may have their AI set to be just like the combat AI of horse-archer units you face. However, it may be that Mercenary units will come with a different AI set.
